add init and update for us(country and county level case data and  country and state level vaccination data

we are chilling with the urls for the presentation as I would usually say

more urls, almost done

just cleaning data and testing my urls with the data

Ok so Models are dumb, and forget everything I said about them. luckily one article showed me how to never look at them again.

Django set up initially, set up a virtual envirnoment, then you can run on local hosts and hit these urls (they just return text on the fact that you hit the urls).

Remade tables as discussed, changed some types around, made the population tables
