Update section4.ml so start is correct. Previously checked for even after seeing even, odd after seeing odd.

add comments, mostly to indicate the NonNegInt example assumes there is no integer overflow (for sake of a cute/elegant/simple example)

sec03 code, quite different from past due to Monday start -- only treatment of exceptions and map/filter use cannot yet use first-class functions
